There has been a great deal of discussion over the issue of fireworks in Hawaii . With the recent passing of the New Year and the extensive use of fireworks, we need to address this issue with serious consideration and discussion. Hawaii needs tighter controls, detailed regulations, better enforcement, and higher penalties for the illegal use of fireworks; however, there needs to be continued communication from all sides and parties before the appropriate measures can be decided upon in regards to this matter.
Safety - For the most part, individuals do not know or follow safety precautions and are not trained in the proper use of fireworks. Problems with smoke, pollution, fire, and malfunctioning devices due to human and mechanical error, only confirms the importance of the issue at hand.
Control – The types and amounts of fireworks that are imported, distributed, purchased, and used must be controlled. I propose a permit system and limitations as to the quantity and types that can be bought and employed. There also needs to be discussion as to the most appropriate permit specification and purchase limits imposed.
Statewide Ban on Aerial Fireworks – I support a ban on aerial fireworks, but a specific definition of "aerial" must first be defined. There needs to be some sort of pre-approval process prior to allowing the importation of aerials into Hawaii to regulate the supply, and cut off the importation of illegal fireworks. Each county should also be given the power to impose stricter limits it feels appropriate to ensure the safety and well-being of its unique community.
Penalties and Enforcement – Stricter penalties on importation, distribution, possession, and sale of illegal fireworks need adequately bolstered to discourage vendors. When the appropriate penalties and regulations are decided upon and implemented, then they must be strictly enforced.
I am proud that our state displays such strong cultural exuberance, but the first issue at hand is safety and consideration. I am thoroughly convinced the existing laws have to be strengthened and improved upon and that we need to continue to dialog in order to find the best solution and regulatory means to ensure that the residents of Hawaii can continue to enjoy safe and harmonious cultural celebrations.
