         <title>Capitol Artist Program </title>
         <description><![CDATA[The Capitol Artist Program has been a huge success this legislative session, with the artwork of over 100 students displayed at the Hawaii State Capitol.  Currently the artwork of students from Highlands Intermediate and Aiea Intermediate are on display in the chamber level of the Hawaii State Capitol.  All are welcomed to come down and view the magnificent artwork on display and support the artwork of our youth.

         <title>Capitol Artist Program </title>
         <description><![CDATA[The hallways of the Senate Chambers will be decorated with artwork from the capitol artist program once again this legislative session.  The artwork of current and former students from Samuel Wilder King Intermediate and Jean Noguchi's art class are currently on display on the chamber level on the Senate side of the State Capitol.
Also on display in Senator Ige's office are sculptures from Aiea Intermediate and Roy Chang's art class.

         <title>Student Awards: </title>
         <description>American Mathematics Competition 

Pearl ridge Elementary School Participated in the American Mathematics Competition for middle school mathematics, a national program designed to promote the development and enhancement of problem solving skills.  Open to schools with 6th, 7th, and 8th graders, the test consists of 25 word problems which challenged the students to apply knowledge and skill learned in the classroom and go beyond what is normally done in middle school classrooms.  

Ten of the top scoring sixth graders in the Hawaii State Assessment in mathematics were chosen to participate in the competition.  All who participated received a Certificate of Participation and a gift certificate to Romano&apos;s Macaroni Grill.  Special recognition was given to Jacob Dang, who placed first and won a Gold Award; Talon Choy, who took second and received a Sliver Award; and Tyler Ogawa, who placed third and won the Bronze Award.  The others who competed in this very difficult competition were Ariela Bali, Nya Barklage, Chrislin Hearn, Aaron Higuchi, Kauionalani Kekuawela, Devon Miller and Lisa Carlie Procell.

         <title>Congratulations to the Lady Chargers Soccer Team </title>
         <description>Congratulations to the Pearl City Chargers Girls Soccer team for capturing the OIA Red division championship over the Mililani Torjans.  It is the first OIA title for the undefeated Pearl City Chargers (14-0-1) since 2001 and first since the league split into a Red and White subdivisions.  Pearl City, Mililani, Kaiser, Kalani, Moanalua, and Kapolei will represent the OIA league at the JA Automotive Division I State Championships from January 30 to February 2 at the Waipi&apos;o Peninsula Soccer Park.  Good luck to coach Frank Baumholtz III and the team in the upcoming state tournament.  </description>

         <title>Town Meeting! </title>
         <description>Town Meeting: 

Pearl City/ Aiea Town Meeting

There will be a town meeting with State Legislators from Pearl City and Aiea on Wednesday, February 20, 2008,  regarding cyber crime.  An informational presentation by the Hawaii Internet Crimes Against Children Task Force will brief residents how to protect themselves from cyber criminals.  Senator Ige along with colleagues, Senators Donna Mercado Kim, Clarence Nishihara and Norman Sakamoto along with Representatives Blake Oshiro, K. Mark Takai, and Roy Takumi are sponsoring the event.          <title>Hawaii Youth Symphony performances at Pearl City High School Cultural Center Auditorium</title>
         <description><![CDATA[On April 22nd, 200 Youth Symphony musicians took to the Pearl City stage to perform a wide variety of pieces, including the premier of local composer Michael Foumai's (19) Poem de Fantasie, composed for this particular concert.

Hawaii Youth Symphony II is directed by Michael Nakasone, whose resume includes current directorship of the Royal Hawaiian Band and 28 years of Pearl City High School Wind Ensemble I. Nakasone is a classical pianist by training, who also learned to play the saxophone as his principal wind instrument. Concert Orchestra Susan Ochi-Onishi is a renowned oboist and private oboe instructor throughout the islnads. Ochi-Onishi was a longtime band director of Kaimuki Middle School's band program, and is currently the president of the American School Band Directors Association Hawaii chapter.

         <title>Aiea High School alumnus Sonya Mendez releases Latin-influenced album</title>
         <description><![CDATA[<b>Sonya Mendez</b>, Aiea High School graduate (class of 1972) will release her latest album, entitled <em>Back to the Islands</em> on May 8th 5:30pm at Aloha Tower Marketplace. Mendez was recently awarded the Hawaii Music Foundation Female Vocalist Legacy Award, and performed with her band at the 1996 Olympics.

         <title>April Aiea/Pearl City Town Meeting - Transportation Issues</title>
         <description><![CDATA[Nearly 70 community members of different ages gathered at Waimalu Elementary School cafeteria to receive updates on the latest Kamehameha Highway Task Force developments on Wednesday, April 25th. Among the crowd were many new faces, including concerned families, senior citizens and public safety officers. Many browsed through the display boards at the back of the room, which were previously featured at Pearlridge Shopping Center. As attendees continued to funnel in, several Task Force members were interviewed by KHON2 newscasters at the back of the room. Sponsored by area legislators, this Aiea/Pearl City Community Town Meeting was held in cooperation with the State Department of Transportation (DOT), the City Department of Transportation Services (DTS) and Parsons Brinkerhoff.

During his opening comments, <strong>Representative K. Mark Takai</strong> introduced <strong>Barry Fukunaga</strong> as the newest member of the <strong>Kamehameha Highway Task Force</strong>. Fukunaga is a gubernatorial nominee who recently was confirmed by the State Senate to serve as the DOT director. After a brief recap of the Task Force's past developments, Representative Takai gave the floor to City and State officials responsible for the updates.

<b><u>Traffic safety for Pearlridge Shopping Center and Kam Swap Meet area</u></b>

First on the agenda was a presenation of City officials. <strong>Mark Kikuchi</strong>, a City Project Manager, informed the attendees of several improvements. More turn lanes were added to the Moanalua Road and Kaonohi Street crosswalk between Pearlridge Shopping Center and the Kam Swap Meet. Responding to numerous complaints of congestion, especially on the weekends, the City changed the flow of traffic to allow more cars to turn left at that intersection. Kikuchi also pointed out that the fences were put there to discourage jay walkers from parking at Pearlridge and illegally crossing the road to the Kam Swap Meet. Overall safety and flow of traffic were improved as a result of these changes.

<b><u>Kaahumanu Street improvements - tow away zones, additional lanes, legalized bus stops</u></b>

Kikuchi proceeded with a brief discussion of the Kaahumanu Street improvements. Tow away zones, painted turn arrows and an addition of a legalized bus stop are in the making in order to alleviate sever congestion around the right turn lane onto Kamehameha Highway. Kikuchi pointed out that although parking spaces along Kaahumanu would be reduced as a result of these improvements, the overall flow of traffic would become smoother, thus increasing safety for motorists and pedestrians alike. 

Further mauka into the residential area, the shoulder lanes along Kaahumanu (Buzz's Steakhouse area) will be converted into traffic lanes. Motorists are known to drive in the shoulder lane and contribute to the queuing of traffic, so the City decided to alleviate traffic concerns by making these into regular lanes.

Kaahele Street restripping will also commence, adding turn and acceleration lanes that will cater to morning and afternoon traffic.

<b><u>City Department of Design and Construction's 4 Point Road Program</u></b>

Next on the agenda was an overthrow of the <strong>Localized Rehabilitation of Streets Phase 1 and 2</strong>. Representing the City Department of Desgin and Construction, <strong>Eugene Lee</strong> outlined the <strong>4 Point Road Program</strong>, designed to maintain the City roads throughout the state. The four points include:
<ul><li>First-air resurfacing (inhouse)</li>
<li>Pothole patching (inhouse</li>
<li>Major rehabilitation (contract)</li>
<li>Local rehabilitation (contract)</li></ul>
Currently, the highest priority is given to the rehabilitation projects occurring between Waipio Crestview and Pearl City.

<b><u>Major rehabilitation construction to being in summer</u></b>

Pearl City/Aiea residents should be aware of a major rehabilitation project that will commence this summer (estimated at June). The project will take place Kamehameha Highway east of Waimano Home Road and west of Kaahumanu. The contractor will distribute flyers in advance to residents who will be affected by the construction. Motorists are advised to drive with caution along these roads because their vehicle may be splattered with asphalt. There will be no parking along Kaahumanu during the construction period, though roads should remain open. The construction will take place in June on weekdays 8:30am - 3:30pm, excluding holidays (some exceptions), and is estimated to last forty days.

<b><u>Parsons Brinkerhoff's Honolulu High Capacity Corridor Project</u></b>

<strong>Parsons Brinkerhoff</strong>, the private contractor partially responsible for the Task Force developments announced its Oahu Regional Transportation Plan. Among PB's main priorities is traffic congestion relief in high traffic areas, including those covered by the Task Force. <b>COMMUNITY TOWN MEETING TO FOCUS ON STATE AND CITY TRANSPORTATION PROJECTS IMPACTING AIEA AND PEARL CITY
Kamehameha Highway Improvements Project and Transit Route to be discussed</b>

Elected officials from Aiea and Pearl City will be hosting a community meeting on transportation issues. The meeting is scheduled for <strong>Wednesday, April 25, 2007</strong> from <strong>7:00 to 8:30PM</strong> at the <strong>Waimalu Elementary School Cafeteria</strong>.

The <strong>Kamehameha Highway Improvements Project</strong> is a project that the Department of Transportation, elected officials and members of the community has been working on for the past few years. The project focuses on the highway from Center Drive to Waihona Street. "This is one of the most heavily traveled roads on Oahu," Representative K. Mark Takai stated. "The goal of the project is to make traffic, safety, and aesthetic improvements while still maintaining a sense of culture and place." In 2005, a task force was established to identify short-, mid-, and long-term projects that will improve and enhance this stretch of the freeway.

Another concern of the community is the <strong>Honolulu High Capacity Corridor Project</strong> that is planned to go through Aiea and Pearl City. "Now that the City is moving forward with its plans for transit, it is important to talk about how it will impact out communtiy," Takai stated.

In addition to these two projects, the community can also expect to hear about upcoming and on-going projects in the community from the City's Department of Transportation Services and the State Department of Transportation.

The <strong>Kamehameha Highway Improvements Project Task Force</strong> and area legislators will unveil display boards shown at Pearlridge Center earlier this month. 

Sponsoring legislators include Senator David Ige, Senator Donna Mercado Kim, Senator Norman Sakamoto, Representative Blake Oshiro, Representative Roy Takumi and Takai.

         <title>Kamehameha Highway Improvements Project Task Force Meeting</title>
         <description><![CDATA[On the evening of Thursday, March 22nd, roughly fifteen representatives from the state, city and community organizations gathered to discuss the ongoing developments of the <strong>Kamehameha Highway Improvements Project</strong>. Hosted quarterly, this was the sixth task force meeting held by local area legislators in conjunction with the State Department of Transportations (DOT), the City Department of Transportation Services (DTS), and Parsons Brinckerhoff.

<font color="red"><b>Mel Kaku declared Task Force Co-chair</b></font>

First on the agenda was a presentation bt Michael Oshiro, representing <strong>Mel Kaku</strong> of DTS, on country projects improving Kamehameha Highway and Kaahumanu Street. Signal improvements on Kamehameha Highway are being made to curb the backlog of traffic to Moanalua Road, especially during morning and after work hours. Along Kaahumanu Street, project developments will gradually be made, thus eliminating traffic along the area from Gyotaku Restaurant to Times Supermarket. In order to support the State's efforts, <strong>Mel Kaku</strong> will serve as an additional co-chair of this task force to create more dialogs between the City and State, alongside DOT representative Brendan Morioka and State Representative K. Mark Takai. 

<font color="red"><b>Unveiling of Project Display Boards at Pearlridge Shopping Center</b></font>

Upon finalizing project boards detailing improvements along Kamehameha Highway and Kaahumanu Street, the task force announced its unveiling on Saturday, March 24th at 10:30AM at Pearlridge Shopping Center Uptown, in front of Satellite City Hall.

<font color="red"><b>Department of Transportation Repaving Project</b></font>

Due to constant weathering, roads spanning across the islands are known to be prone to potholes that can often damage car tires and alignment and sometimes pose as safety hazards to motorists. The roads alongside Kamehameha Highway in the Sam's Club area have been weathered beyond the surface level, requiring a complete overhaul, hoped to be completed by the end of this year. To address this issue, DOT announced a road maintenance project to provide swifter response to patching up damaged roads. Budget requests were made to the Legislature to find ongoing maintenance projects, including the $30 million estimated to cover the costs of repavement and reconstruction of the foundational infrastructure underlying Kamehameha Highway.

<font color="red"><b>Status of Navy funding for Pearl Harbor Historic Sites Gateway Improvements</b></font>

The meeting proceeded with a discussion led by the representatives of the USS Memorial with an update of the Halawa Street Bridgework Status. An army main utility line was uncovered, bringing work on this project to a halt. Work is scheduled to restart by the end of March and be completeted at the end of 2007, just in time for a January 2008 re-opening date. Naval base freeway overlay signs are also being placed over Pearl Harbor signs to assist drivers who are traveling to Pearl Harbor Naval Base and Pearl Harbor Historic Sites. Scott Ishikawa of DOT delivered to Hawaii Congressional Delegation a request of $1.82 million for the project, enlisting the support of Senator Daniel Inouye and Senator Daniel Akaka in appropriating federal funds.

As part of the next course of action, the task force must figure out how to get Pearl Harbor Historic Trail as a part of the PHHS Gateway project. In order to do this, the task force is in the process of finding a representative to assist <strong>Robyn Blanpied</strong> and <strong> Navy Captain Skardon</strong> in trying to re-route the trail's path. Senator David Ige and Representative Lynn Finnegan have worked in the past with the Aiea Community Association to lead these efforts to gather support for re-routing the trail.

<strong>Douglas Lentz</strong> gave a brief update of the progress of the USS Arizona Memorial Visitor Center. Currently, efforts with PHHS are being made to establish a joint ticketing area. Groundbreaking for this project is anticipated to improve access to food, bag storage and shaded areas for visitors. Also, a task force was set up by the Navy to address the placement of the Marine monument. Lentz concluded by sharing a conceptual drawing of the PHHS Gateway.

<font color="red"><b>Interim Median Fencing to Prevent Illegal Crossings</b></font>

In response to the exceptionally high number of pedestrian fatalities since the start of the year, interim median fencing along the corridor was installed to prevent illegal street crossing. The area surrounding bus stops are being targeted as protective zones, with hopes that pedestrians will start to use crosswalks for their own safety. Although the task force is not part of the discussion involving mid-intersection crosswalks, it was given the opportunity to see designs of proposed solutions as part of the display boards on display at Pearlridge Shopping Center.

Area legislators responded to several constituents' concerns regarding highly congested and potentially dangerous traffic and pedestrian situations at the intersection of Kaonohi Street and Moanalua Road, particularly during times when the swap meet is open. Responding to these issues <strong>DTS Director Mel Kaku</strong> and <strong>HPD Chief Boisse Correa</strong> proposted a revision to the Kaonohi Street widening project as part of the Aiea-Pearl City Livable Communities plan. 

A public meeting to discuss the DOT's plan to make traffic safety improvements along Kamehameha Highway from Center Drive to Waihona Street, as well as other ongoing and upcoming City and State projects in the community, is scheduled for <strong>Wednesday, April 25, 2007</strong> at <strong>Waimalu Elementary School Cafeteria</strong> from <strong>7:00-8:30PM</strong>.
