      <![CDATA[The Hawaii State Senate announced today that several committees will be participating in a pilot project using Twitter to provide real-time updates on the progress of committee hearings.  The Senate Committees on Higher Education (HRE), Consumer Protection (CPC), and Health will be sending messages to let followers know that the hearing has convened, the bill or measure being discussed, and when the hearing adjourns.

"The new social media is the perfect tool to "tweet" real-time updates during our hearings to keep the public informed," said State Senator Jill Tokuda, chair of the Committee on Higher Education.

"There are times when members of the public want to be in two different hearings at the same time," said Senator Rosalyn Baker, Chair of the Committee on Consumer Protection.  "Twitter will also help the public with long hearing agendas, so they can monitor the committee's progress and return to the hearing when we are discussing the measure of interest."

	"The Twitter Pilot Project is part of our on-going efforts to use technology to improve public access to the legislative process," said Senator David, Majority Technology Leader.  "We have improvements in the Capitol website, with video archives of legislative proceedings, and bill tracking systems."

      The 2009 Legislative session was very productive, especially in light of the economic challenges facing the State.  The Hawaii State legislature made a statement this year that access to quality healthcare for our community is one of the most important priorities.

Unfortunately, Governor Linda Lingle (R), has identified a dozen bills passed by the legislature this session as targets for her Veto.  The bills are: HB 343, HB 690, HB 1379, HB 1504, HB 1538, SB 43, SB 415, SB 420, SB 777, SB 1673, HB 989, and SB 423.

Previous Governors would call to discuss issues of concern with bills passed by the Legislature before they would make a decision on vetoing it.  We no longer have that opportunity.

      I would appreciate any feedback on the Governor&apos;s Notice of Intenet to Veto the following bills:

HB 343  RELATING TO RURAL PRIMARY HEALTHCARE TRAINING
Appropriates funds to develop a statewide rural primary health care training program and support the family medicine residency program of the University of Hawaii John A. Burns School of Medicine&apos;s Department of Family Medicine and Community Health.

HB 690  RELATING TO INSURANCE
Requires insurers that offer health care coverage to the regular employees of any group or association to offer the same coverage to part-time employees working a certain amount of hours per week and for a minimum length of time. Requires the insurance commissioner to submit a cost-benefit report to the legislature.

HB 1379  RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT
Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life-sustaining form.

HB 1504  RELATING TO HEALTH
Creates the Hawaii Health Authority to develop a comprehensive plan to provide universal health care in Hawaii.

HB 1538  RELATING TO ENVIRONMENTALLY-SENSITIVE PRODUCTS
Requires the department of education to give first preference to Green Seal approved environmentally-sensitive cleaning and maintenance products for use in public schools; requires the department of health to maintain a list of Green Seal program approved products.

SB 43  RELATING TO PHYSICIAN WORKFORCE ASSESSMENT
To implement a statewide physician assessment and planning program funded by $60 fee assessed at license renewal.

SB 415  RELATING TO HOME CARE AGENCIES
Requires the department of health to license home care agencies. Sunsets 6/30/2014.

SB 420  RELATING TO NATUROPATHIC MEDICINE
Comprehensive update of laws on Naturopathic medicine to reflect current training and practice.

SB 777  RELATING TO COMPREHENSIVE SEXUALITY HEALTH EDUCATION
Requires any recipient of state funding specifically for sexuality health education programs to provide comprehensive medically accurate sexuality education.

SB 1673  RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION (HHSC)
Comprehensive restructuring of the HHSC to allow transition to new forms of public-private partnerships, negotiation of new work rules and other union contract provisions, change in the corporate board to give each region more control, and other changes.

HB 989  RELATING TO CHILDREN&apos;S HEALTH CARE
Amends the Act 236, Session Laws of Hawaii 2007, which established the Hawaii children&apos;s health care program, to extend the program to June 30, 2012, and require reporting to the Legislature prior to the 2010 and 2011 Regular Sessions. Appropriates $200,000 for each year of fiscal biennium 2009-2011.

SB 423  RELATING TO HEALTH
Appropriates money to match federal funds for medicaid disproportionate share hospital allowance.

      Ryan Tsuji will be joining the staff of Senator David Ige as Committee Clerk for the Senate Committee on Health.  This is one instance where we hope that it happens later rather than sooner.
      <![CDATA[ "I hope that Ryan will not be available until just before Christmas," Senator Ige said.  Ryan is currently the Assistant Coach of the University of Hawaii Rainbow Wahine Volleyball Team.  He will be settling in to his office at the State Capitol as soon as the volleyball season ends.  The Rainbow Wahine are in the NCAA Division I Regional Finals in Fort Collins, Colorado.  A win against the 2nd seeded Stanford Cardinal on December 13, 2008, will send the Wahine to the Final Four in Lincoln Nebraska, December 18-20.

      <![CDATA[Anyone who has visited Senator Ige's office during session over the last 15 years is not surprised to learn that the University of Hawaii Athletics has awarded the <strong>2008 Charlie Ushijima Memorial Award</strong> to <strong>Joyce Morita</strong> for her many years of service to the UH Athletics program.]]>
      Joyce has been at the heart of Senator Ige&apos;s office for the past 15 years.  She is the first person you see upon entering and immediately makes you feel comfortable like long-time friends.  She takes calls from constituents, even irate ones who are screaming complaints, and patiently listens to their concerns or points of view.  In many cases, she resolves the problems, and even in those instances where no solution is possible, she makes the caller feel satisfied that someone is listening and all options have been exhausted.

Everyone in the Capitol knows when Joyce is cooking in Room 215, whether its scrambled eggs, Portuguese sausage, and rice for breakfast, a healthy salad with her homemade dressings for lunch, or chopped steak or fresh corn beef and cabbage for those late night sessions.  It is amazing how good comfort food energizes the staff during the most stressful and hectic deadlines.

Many dignitaries and guests to Senator Ige&apos;s office have received one of Joyce&apos;s puakenikeni leis.  Joyce&apos;s flowers smell vibrant but not overwhelming and seem to last so much longer than others.

Joyce is the glue that holds the staff together.  She is the institutional memory of concerns raised in the community or Senator Ige&apos;s position on the controversial issues.  She juggles the many demands for people to meet with the Senator and magically arranges the perfect balance that maximizes his impact within his community.

Congratulations Joyce on being honored as the 2008 Charlie Ushijima Memorial Award winner.  We know, first hand, how much of a difference you make for all that you meet.

For the first time in the history of the State of Hawaii, newly-elected State Senators took the oath of office before the Opening Day Sessiosn of the Hawaii State Legislature.  On Wednesday, November 12, 2008, nine State Senators, including Senator David Ige, took their oath of office from Chief Justice Ronald Moon.  This cleared the way for the State Senate to convene for the 3rd Special Session of 2008 to advise and consent on the appointment of Melvin Fujino as a district court judge on the Big Island.  Less than two weeks after election day, the Hawaii State Senate was back at work!

<big><strong>Senate Honors Little League Champs!</strong> </big>

Senator Ige and Nishihara honored the <strong>Pearl City Junior Little League Team </strong>for capturing the Junior League World Series Champions last summer.  Last August, the Hawaii district 7 Little League Junior League Team from Pearl City represented the United States at the 27th Junior League World Series Little League Baseball Championships in Taylor Michigan.  The team from Pearl City beat the team from Laredo Texas, and became the United States Champions, earning a spot in the Junior League World Series.  Pearl City then went on to beat the team from the Philippines, the International Champions, and was crowned the Junior League World Series Champions.  Below, Senator Ige and Nishihara pose for a picture with Team Manger<strong> Mitch Yamato</strong>, and team representatives <strong>Kahana Neal, Chace Numata, and Isaac Shim.  </strong>

<strong><big>Capitol Artist Program</big></strong> 

The chamber level of the Hawaii State Capitol is decorated with the artwork of 
students from <strong>Aiea Intermediate School and Highlands Intermediate</strong>.  The student artwork will be on display in the Senate chamber hallways of the State Capitol through the end of the 2008 session on May 1st.

      <![CDATA[Leader for a Day 

On Thursday March 13, 2008 Senator Ige welcomed Shion Pritchard, a student from Kailua Intermediate High School who visited the capitol as part of the "Leader for a Day", program.  Shion was selected through an essay entitled, "Make our Community Safer".  During her visit to the State Capitol, Shion met other Senators, observed the Senate in the gallery of the Senate Chambers, as well as shared in a lunch with other students and Legislators participating in the "Leader for a Day" program.

<li>Artwork featured in our capitol artist program are available for viewing under our <a href="http://www.davidige.org/community/">community section</a> of the website.  The artwork of King Intermediate students as well as Aiea Intermediate are now featured on the website.  The artwork of students from Aiea High School are now on display in the hallway of the Senate chambers.   

<li>Updates on the bills heard in the Senate Health Committee as well as the testimonies submitted for each hearing are posted on our <a href="http://www.davidige.org/health/">committee section</a>.  

Health Committee Informational Briefing 

The Senate Committee on Health will be holding an informational briefing on Monday, March 10, 2008 at 1:15 in conference room 016.  Health Committee Chairman Senator David Ige along with other Senators on the Health Committee will be briefed by guest speaker Dr. Terry Shintani with the Hawaii Health Foundation on how to cut health cost by 25%.  The informational briefing will also be featured live on Olelo Cable Television.

      <![CDATA[Opening Day 

The 2008 Legislative Session officially started on Jan. 16, 2008 where members of the Senate recognized the accomplishments of the University of Hawaii in celebration of the Centennial and the Western Athletic Conference (WAC) championships earned by the Wahine Volleyball Team, Wahine Soccer, and Warrior Football Team.  Senator Ige was joined by family and friends in the various opening day festivities.  Here are a few pictures taken during the opening day of the 2008 Legislature.

      <![CDATA[During the 2008 legislative session , the Hawaii State Senate will embark on a new paper reduction initiative to limit the amount of paper consumed during the legislative process.  This project is part of the Senate's push for a "sustainable" future for Hawaii.  All bills, testimonies, and hearing notices will now be converted to electronic documents to assist in the State's overall effort reduce waste and conserve natural resources.

State Senator David Ige, chair of the Health Committee, is one of the leaders in Senate's "paperless" initiative. Entering his 22nd year of public service, Senator Ige has continuously promoted the use of current technology to reach out and make the legislative process more accessible to the general public.

During the 2007 session, the Senate generated more than 4.375 million copies which consumed 22 tons of paper at a cost of about $31,000, roughly the equivalent of 525 mature trees.  With the rising cost of paper and in an effort be more environmentally, each state senator has been issued a laptop where to access electronic documents and legislation electronically instead of carrying the binders and files into session.

Pearl City/ Aiea Town Meeting</strong>

There will be a town meeting with State Legislators from Pearl City and Aiea on Wednesday, February 20, 2008,  regarding cyber crime.  An informational presentation by the Hawaii Internet Crimes Against Children Task Force will brief residents how to protect themselves from cyber criminals.  Senator Ige along with colleagues, Senators Donna Mercado Kim, Clarence Nishihara and Norman Sakamoto along with Representatives Blake Oshiro, K. Mark Takai, and Roy Takumi are sponsoring the event. The opening of the 2008 State Legislature will be held on Wednesday, January 16, 2008 at the Hawaii State Capitol.  Friends, family, and constituents of Senator David Ige are invited to come by the capitol and join in the opening day festivities.  This year, the Senate and House will be honoring the University of Hawaii's 2007 fall sports teams.  Members of the Wahine volleyball, soccer and football team will be honored in the Rotunda at noon.  Guests are encouraged to come by to help celebrate UH athletics and join Senator Ige and his office staff for food and fellowship following the ceremonies.

      <![CDATA[Welcome to the final month of session 2007!

We are very excited to be moving towards the most dynamic time here at the State Capitol. Bills that have survived through hearings on both the House of Representatives and Senate are now put under a proverbial looking glass by <strong>conference committees</strong>. 

As subject matter committees are no longer functional, these new committees are comprised of select members who chair specific bills rather than topics. This is the time of year we attempt to hammer out differences between the houses and come to some sort of agreement if these bills are worthy of possibly becoming law. Public testimony will no longer be accepted, but public input is always welcomed!

In the meanwhile, we have some updates on DavidIge.org for all the regular visitors.

Because we have a bicameral system, if one house reviews and amends a measure, the other must have the opportunity to review the bill and the make any changes.

This issue, I’ve highlighted a few <strong>bills of interest</strong> that I introduced at the beginning of the year. To help those unfamiliar with the process, I’ve included an introductory article about the Legislative Reference Bureau’s <strong>Public Access Room</strong>. We also have highlights from the February town meeting regarding <strong>Identity Theft</strong>, including tips and a brief history of Hawaii’s fight against identity thieves. Lastly, I'd like to recognize the students from District 16 who participated and were award recipients in the <strong>44th Hawaii Regional Scholastic Art Awards</strong>.
